U.S. schools have shown a continued commitment to the inclusion of students who receive special education services accompanied by the standards-based movement since the early 1990s. This commitment has been increasingly challenged by questions on how to best include and ensure success for these students as states race towards higher accountability and achievement on state assessments. This is an exciting opportunity to improve our instructional efforts, increase rigor and close the achievement gap. At the elementary level, we are concerned with the task of providing exceptional, specially designed instruction, appropriate access, supports, and accommodations that will allow the vast majority of special education students to meet the same achievement standards as any other student. The challenge we face is to simultaneously fill in skill deficits through targeted empirically validated interventions while expertly providing instruction on new and challenging content.
